(AP) ? In the rush to report the Supreme Court's health care decision on Thursday, CNN and Fox News Channel initially got the story wrong, briefly worrying President Barack Obama, delighting Republican lawmakers and reminding journalists that accuracy trumps speed.

It was an excruciating test for reporters who were handed a 59-page decision choked with legalese and asked to report its meaning almost instantly.

Bloomberg News and The Associated Press were the first reporting the news ? correctly, at 10:07 a.m. EST ? that the court upheld most of Obama's health care overhaul and a mandate that nearly every American have health insurance. They were followed by Reuters and the SCOTUSblog.

The New York Times made a point of tweeting that reporters and editors were analyzing the decision and would write when comfortable it had the nuances correct, and tweeted the news first at 10:20 a.m.

CNN apologized for its error, saying that it "regrets that it didn't wait to report out the full and complete opinion" that upheld the mandate requiring virtually all Americans have health insurance. A Fox executive, however, said "Fox reported the facts, as they came in."

The inaccurate reports were seen first by the president, who was watching four television monitors outside the Oval Office, until White House Counsel Katherine Ruemmler came in moments later with the true story.

It was particularly embarrassing for CNN, which has suffered through one of its worst ratings quarters in several years, primarily due to a paucity of big news. The network eagerly awaited the court's decision on Thursday, running a "countdown clock" to 10 a.m. on its screen for hours.

Anchor Wolf Blitzer and reporter Kate Bolduan reported at 10:08 a.m. that the health care law was struck down, based on a reading of Chief Justice John Roberts' decision that the mandate was not a valid exercise of congressional power under the commerce clause. The CNN screen read: "Supreme Ct. Kills Individual Mandate." The news was tweeted and emailed to the network's followers.

"The court striking down that mandate is a dramatic blow to the president," said CNN reporter John King.

By 10:13 a.m., some doubt had seeped in, and the onscreen headline read: "Supreme Court Rules on Obama Law."

"Let's take a deep breath and see what the justices actually decided," Blitzer said. "It could be more complicated than we originally thought."

Two minutes later, CNN reported the correct decision ? the court had upheld the individual mandate, basing it not on the commerce clause but on taxation laws. CNN then reported that the entire law had been upheld, with King calling it "a huge, huge victory for President Obama."

On Fox, Bill Hemmer touted the "breaking news" that the individual mandate had been declared unconstitutional. A Twitter account run by Fox anchor Bret Baier's show tweeted the same news. Within two minutes, however, anchor Megyn Kelly was citing SCOTUSblog as casting doubt on that interpretation, ordering producers to change an onscreen headline that read: "Supreme Court Finds Health Care Individual Mandate Unconstitutional."

"We're trying to do the best we can," Hemmer said.

The initial report on Baier's Fox show Twitter feed was deleted, followed by the tweet: "Getting word that the individual mandate will survive as a tax ? we are trying to work this out for you ? more to come."

Michael Clemente, Fox executive vice president of news and editorial, was unapologetic. "We gave our viewers the news as it happened," he said. He said Hemmer reported that the mandate was not constitutional under the commerce clause, although the network's reporting gave the impression that the mandate had been fully struck down.

Obama's first news about the decision came from television monitors outside the Oval Office, where the cable channels were reporting that the mandate had been struck down, according to administration officials. Within moments, Ruemmler hurried toward the White House and flashed the president two thumbs up. She explained her reading, and Obama hugged her as Chief of Staff Jack Lew looked on.

The Huffington Post's politics Twitter feed first made the wrong call and corrected itself, saying "we jumped the gun" following the CNN and Fox News reports.

Caution was discussed ahead of time during several planning meetings at The New York Times, said Jim Roberts, assistant managing editor. The paper was willing to take a few extra minutes to make sure it had exactly the right interpretation, he said.

"It's almost stupidly obvious to say, 'We want to be right,' but we want to be right," he said.

ABC, CBS and NBC all interrupted programming for special reports and all generally got it right. The scene was reminiscent of the Supreme Court's decision that decided the 2000 presidential election between George W. Bush and Al Gore, with reporters standing onscreen, frantically leafing through pages as they tried to read and interpret at the same time.

ABC's Terry Moran had less than a minute to look at the decision before he was talking on the air to anchor George Stephanopoulos and he briefly vamped for time, saying "I'm just taking a quick look at it."

Describing the difficulty of the process in an interview, he said, "you have to be confident enough to say, 'I don't know.'"

In this case, Moran quickly spotted that Roberts had decided the case in agreement with the court's liberal justices, a sign that it was highly unlikely the health care law had been overturned. ABC did bobble one fact initially, incorrectly saying the court's decision was by a 6-3 vote instead of 5-4.

Moran said Thursday's lesson to journalists should be "slow down."

"I actually think the audience is much more interested in understanding than in seeing who finishes first in this case," he said. "In this day and age, there are few true scoops ... On an event like this, take a breath."

CBS' Jan Crawford made the right call while reading it on the air. NBC's Pete Williams said that "the bottom line here is the Supreme Court has upheld the health care law."

The news media's scrambling quickly became fodder for humor online.

Damon Lindelof, co-creator of the television show "Lost," tweeted that "I am not turning off CNN until they TELL ME GORE WON FLORIDA!"

The Web site Gawker posted a photoshopped picture of a smiling Obama holding a tablet with CNN's website headlined "Mandate struck down," in a pose reminiscent of the famous photo of President Truman holding up a newspaper with the incorrect "Dewey Defeats Truman" headline.

Mayor Brown signs economic development legislation

Mayor Alvin Brown on Thursday signed into law the first part of his economic development legislation that Jacksonville City Council approved Tuesday.

?This represents plans for Jacksonville?s future,? Brown said at a news conference in his office.

This part of the economic development legislation abolishes the Jacksonville Economic Development Commission and establishes the city?s Office of Economic Development. Current JEDC employees will be folded into the Office of Economic Development.

Economic development and business growth were key parts of Brown?s campaign. He said he and his transition team started overhauling the city's economic development process as soon as he took office on July 1, 2011.

?Doing it all within a year says a lot,? Brown said.

He unveiled the economic development legislation in March.

The next step, Brown said, will be focusing on the creation of the Downtown Investment Authority. He said there is ?great momentum? Downtown, citing the 1,500 employees EverBank Financial Corp.?

He said he?d be meeting with city council members in the next few weeks to discuss the DIA. The legislation that creates the DIA is in committee.

When asked how long it would be before the DIA was formed, Brown said, ?We?ll see,? citing the meetings and the legislative process.

A Jupiter-size planet around a distant star has given astronomers a rare glimpse into the effects of space weather beyond our solar system: a view of an alien world unleashing an intense plume of gas triggered by an eruption from its parent star.

A team of astronomers used the Hubble Space Telescope to study the exoplanet HD 189733b, and noticed curious changes in the planet's upper atmosphere after it was bombarded with intense X-ray radiation from a flare unleashed by its host star.

From observations made in 2011, the researchers saw signs that the planet's atmosphere was evaporating, releasing strong bursts of gas at a staggering rate of at least 984 tons per second, the researchers said. The study's findings offered an intriguing view of changing climates and space weather on alien planets outside our solar system.

"We hadn't just confirmed that some planets' atmosphere evaporate, we had watched the physical conditions in the evaporating atmosphere vary over time," study leader Alain Lecavelier des Etangs, of the National Center for Scientific Research in France, said in a statement. "Nobody had done that before."

A hot, hot world

HD 189733b is a gas giant planet similar to Jupiter, but orbits extremely close to its star, just one-thirtieth of the distance between Earth and the sun. While the parent star, named HD 189733A, is slightly smaller and cooler than the sun, the climate of the alien world is still exceptionally hot, with temperatures above 1,830 degrees Fahrenheit (1,000 degrees Celsius). The exoplanet's close proximity to its star also means its upper atmosphere is constantly battered by energetic extreme-ultraviolet and X-ray radiation. According to the researchers, this makes HD 189733b a fascinating place to study how stellar activity affects an alien planet's atmosphere.

Lecavelier and his colleagues studied the atmosphere of HD 189733b during two periods in early 2010 and late 2011, as the planet crossed in front of its parent star and created a silhouette.

This natural backlighting enables astronomers to detect the chemical signatures of the planet's atmosphere on the starlight. Essentially, this process helps scientists read the chemical fingerprint of a planet's atmosphere when it is too far away to image directly.

The astronomers were keen to confirm results from a 2004 study of a different exoplanet, called HD 209458b. In that previous study, oxygen and carbon was seen evaporating off the planet at an immense rate.

But for this new study, it took more than just one look.

Ken Berger: The Challenge of Measuring What Matters Most

Four years ago when I began working at Charity Navigator, I went on a "listening tour" to see what concerned experts in the field about our rating system. The fundamental concern?expressed by many?was that we were not factoring in what matters most:?the results (especially outcomes) of the work of the charities we analyze. That feedback, among other things, led us to make a commitment to upgrade our rating system over time in the direction they had counseled.

After a few years of research, funded by one large and a number of small foundations, we came to the conclusion that there is a fundamental problem with the experts' suggestion. Essentially, for the vast majority of charitable causes, there is?no publicly available information on results.?In other words, most charities either do not currently compile such information or if they do, they are unwilling to share it publicly.

The traditional nonprofit culture is to not make waves (unless you are an advocacy organization) and keep a low profile. Nonprofits don't want to give stakeholders any reason to weaken their trust in them. Nor do they want to give competitors any leg up by learning sensitive information about the vulnerabilities of internal operations. Therefore, the increasing emphasis on transparency about performance is resisted by many.

So what can be done? We believe that we all must reward those courageous early adopters who understand that the excuses are unacceptable. That is why Charity Navigator is currently adding a new dimension to its rating system that will reward those charities that provide the?best results?reporting.?In other words, we realize that it will probably be quite a few years from now before there will be adequate comparable and standardized data on charity performance to benchmark the results of one organization against another. However, we believe the first step to take to get there is to encourage and?incentivize public sharing of results data?by charities.

The fundamental reason that charities exist is to provide a public benefit. If they do not measure and manage their performance to assure they are getting the job done, how can anyone be certain they are using precious resources as efficiently and effectively as possible? Furthermore, how can they truly be held accountable by their stakeholders, including funders like you? Finally, how can those being served get the best possible assistance?

(AP) ? Jerry Sandusky's son Matt recalled showering with his future adoptive father as a boy and pretending to be asleep to avoid being touched ? memories that surfaced only recently, according to a police interview that details what are the earliest allegations yet of abuse by the former Penn State assistant football coach.

Matt Sandusky, now 33, said the abuse started at age 8, a decade before he was adopted by the once-heralded defensive coordinator, according to the interview, first reported Tuesday by NBC News.

"If you were pretending you were asleep and you were touched or rubbed in some way, you could just act like you were rolling over in your sleep, so that you could change positions," Matt Sandusky said in an excerpt played Tuesday on NBC's "Today" show. His attorneys confirmed the recording's authenticity to The Associated Press.

Jerry Sandusky was convicted last week of 45 counts of abusing 10 boys he met through the charity he founded ? the same organization that introduced him to Matt Sandusky, who became his foster child. Jerry Sandusky's principal lawyer did not return messages Tuesday, and another lawyer said only that Matt Sandusky's allegations contradict testimony he gave to the grand jury whose charges put his father on trial.

Matt Sandusky did not reveal any abuse when he was initially questioned as a grand jury witness but did release a statement alleging past abuse as the jury was sequestered in deliberations last week.

The police interview tapes are the first time Matt Sandusky's allegations of sexual abuse have been publicly aired, and too much time has passed for criminal charges. Asked why he was now coming forward on abuse purported to have occurred as early as the late 1980s, Matt Sandusky told police there were several reasons ? but singled out his family.

"So that they can really have closure and see what the truth actually is. And just to right the wrong, honestly, of going to the grand jury and lying," he said in the police interview.

The AP does not identify people alleging sexual assault without their consent. Matt Sandusky's lawyers named him in a statement released Tuesday to reporters that acknowledged the tapes' validity.

"Although the tape was released without Matt's knowledge or permission, it illustrates that he made the difficult decision to come forward and tell the painful truth to investigators despite extraordinary pressure to support his father," lawyers Justine Andronici and Andrew Shubin wrote.

Jerry Sandusky hasn't been charged with abusing Matt, one of six children adopted by the former coach and his wife, Dottie. Messages left for Sandusky's other children were not returned.

Matt Sandusky sat with Dottie Sandusky on the first day of the trial but left after hearing one of the accusers testify. His attorneys have said he reached out to them while the trial was under way, saying he wanted to talk to prosecutors.

Matt Sandusky said that he was undergoing therapy and that his memories of abuse were only now surfacing. He said on the tapes that he tried to flee Sandusky's house and also attempted suicide.

"I know that I really wanted to die at that point in time," he said.

On the recording, Matt Sandusky says he was sexually abused off and on between ages 8 and 15. While being questioned, he said Jerry Sandusky would blow raspberries on his stomach and touch his genitals. The acts described were similar to accounts relayed by eight accusers who offered graphic testimony on the witness stand.

Those eight accusers said they met Sandusky through The Second Mile, the charity Jerry Sandusky founded for at-risk youth. Matt Sandusky also met his adoptive father through the charity.

Asked whether he recalled engaging in oral sex or being raped by the former Penn State coach, he told police "at this point I don't recall that."

Unless he recovers memory of rape or deviate sexual intercourse, it doesn't appear Jerry Sandusky could still be charged in connection with the allegations by his son.

State Attorney General Linda Kelly said Friday after the verdict that the investigation was continuing. Matt Sandusky's abuse allegations date as far back as the late 1980s, about a decade before the allegations on which Jerry Sandusky was tried.

If the abuse ended by 1995, Matt Sandusky's deadline for pressing criminal charges appears to have expired in 2003 for rape or involuntary deviate sexual intercourse, and in 2000 for lesser sexual abuse, according to sex-crimes prosecutors.

Until 2002, Pennsylvania law allowed accusers to report the most serious charges of sexual abuse until age 23 and lesser charges until age 20. The law was then changed to give accusers up to age 30 to come forward for rape or involuntary deviate sexual intercourse.

The law was extended again in 2007 to age 50 for all sexual abuse claims. But the changes are not retroactive ? meaning Matt Sandusky would not be able to press criminal charges at this point.

On the civil side, Matt Sandusky may have missed his window for seeking damages from Penn State or others.

In Pennsylvania, accusers must now file lawsuits by age 30 in most cases, though exceptions are theoretically possible in the event of concealment or fraud.

"On the face of it, he's too late ... unless there's an exception around it," said lawyer Jeff Anderson, who filed the first lawsuit against Penn State over other Sandusky allegations. His client is not part of the criminal case because he came forward after the charges were filed.

Jerry Sandusky, 68, is under observation at the Centre County jail, where he has been separated from other inmates pending a psychological review to help determine the next step toward his sentencing in about three months. He has steadfastly maintained his innocence.

The son was prepared to testify against his father, lawyers have said. Defense attorney Joe Amendola has said that prosecutors told the defense that if Jerry Sandusky took the stand, Matt Sandusky would have been called as a rebuttal witness.

Another defense attorney, Karl Rominger, told the AP he and Amendola heard the tape before deciding not to put Jerry Sandusky on the stand.

He said that Matt Sandusky, on the tape, makes "allegations that directly contradicts sworn testimony ... directly contradicts police statements he'd given previously, directly contradicts public statements and absolutely contradicts everything his family knows."

Sandusky's arrest in November triggered a scandal at Penn State that led to the ouster of Hall of Fame coach Joe Paterno and the university's president.

The case has shone a national spotlight on the issue of sexual abuse against children. A spokeswoman for the Rape, Abuse & Incest National Network, which describes itself as the nation's largest anti-sexual violence organization said Tuesday there has been a 33 percent increase since the trial in the number of people who contacted the group's National Sexual Assault Online Hotline.

(AP) ? North Korea dispatched soldiers to pour buckets of water on parched fields and South Korean officials scrambled to save a rare mollusk threatened by the heat as the worst dry spell in a century gripped the Korean peninsula.

Parts of North Korea are experiencing the most severe drought since record keeping began nearly 105 years ago, meteorological officials in Pyongyang and Seoul said Tuesday.

The protracted drought is heightening worries about North Korea's ability to feed its people. Two-thirds of North Korea's 24 million people faced chronic food shortages, the United Nations said earlier this month while asking donors for $198 million in humanitarian aid for the country.

Even in South Phyongan and North and South Hwanghae provinces, which are traditionally North Korea's "breadbasket," thousands of hectares (acres) of crops are withering away despite good irrigation systems, local officials said.

Reservoirs are drying up, creating irrigation problems for farmers, said Ri Sun Pom, chairman of the Rural Economy Committee of Hwangju County.

A group of female soldiers with yellow towels tied around their heads fanned out across a farm in Kohyon-ri, Hwangju county, North Hwanghae province, with buckets to help water the fields. An ox pulled a cart loaded with a barrel of water while fire engines and oil tankers were mobilized to help transport water.

The North Korean villages of Kohyon-ri and Ryongchon-ri were among several areas that journalists from The Associated Press visited in recent days.

Pak Tok Gwan, management board chairman of the Ryongchon Cooperative Farm in North Korea, said late last week that the farm could lose half its corn without early rain.

Mountainous North Korea, where less than 20 percent of the land is arable, has relied on outside food aid to help make up for a chronic shortage since a series of natural disasters and outmoded agricultural practices led to a famine in the 1990s. North Korean farmers still face a shortage of fuel, tractors, quality seeds and fertilizer, the U.N. said in a report earlier this month. Many irrigation systems rely on electrically powered pumping stations in a country with unstable power supplies, the report noted.

On Tuesday, North Korean state media reported record-high temperatures in Pyongyang and other cities in the southwest.

South Korean officials also reported the worst drought in more than a century in some areas after nearly two months without significant rainfall, raising worries about damage to crops and a dangerous drop in water levels in the nation's reservoirs.

"The worst drought in 104 years is causing damage to our agricultural and livestock industries, resulting in price hikes in some farm products," Finance Minister Bahk Jae-wan told a crisis management meeting Tuesday.

Nearly 28,000 South Koreans, including soldiers and local residents, have been mobilized to help water rice paddies and farm fields and more than 13,000 water pumps have been provided to drought-stricken areas, the Ministry for Food, Agriculture, Forestry and Fisheries said.

South Korean Prime Minister Kim Hwang-sik picked up a hose to water a field during a visit Tuesday to Hwaseong, south of Seoul. Beneath a blazing sun, dead fish could be seen on the nearly dried-out bed of a reservoir in Bongdam village in Hwaseong.

Rain is forecast for South Korea this weekend, the Korea Meteorological Administration said in Seoul. The agency could not confirm the dry spell reported in the North, but dispatches sent by North Korea to an international weather center indicated little rain over the past several weeks there as well, spokesman Jang Hyun-sik said.

The drought also has led to deaths of a highly endangered species in a reservoir in the southern city of Nonsan in South Korea. Hundreds of cockscomb pearl mussels have perished since June 14 when the reservoir's water levels drastically dropped, local official Lee Soo-jung said. Officials have been trying to move the cockscomb pearl mussels to water, she said.

Officials blamed high atmospheric pressure over the Korean peninsula for the drought.

In an attempt to bring the nation together after a divisive race, Dr. Morsi, the candidate of the Muslim Brotherhood, addressed Egyptians in a humble tone, and asked them to work together with him to rebuild Egypt.?His very appearance on state television underscored the historic nature of his presidency: during Mubarak?s regime, when the Brotherhood was a banned organization, state television announcers did not even say its name on air.

Even since the uprising that ousted Mubarak, state television has participated in a smear campaign against the Brotherhood. Now a Brotherhood leader was delivering a speech on the beacon of state propaganda.\

?Great people of Egypt, my brothers, my family, I am aware of the challenges which face us now but I'm sure if we work together, with your support, we will be able to cross this transitional moment,? he said.

Election officials declared Morsi the winner today with just under 52 percent of the vote, and the tenor of his speech reflected how divided the country is. Many are wary of a president from the Muslim Brotherhood. Morsi praised both the Army and the police, who were involved in the Mubarak regime?s oppression of the Brotherhood and may find it hard to accept a Brotherhood candidacy. He pledged equal rights for Christians and women, and said he would respect human rights and fight discrimination. ?Egypt is for all Egyptians,? he said. ?We are all equal in rights and responsibilities before this nation."

In a bid to reassure the US and Israel, he also pledged to respect international treaties, indirectly referring to Egypt?s peace treaty with Israel. But he also gave a nod to the fact that popular opinion will now matter more in Egypt?s foreign policy, pledging to have a balanced relationship with foreign powers based on mutual respect. ?We will not allow anyone to interfere in our affairs,? he said.

Morsi said the right things, but many of those he meant to reassure will wait to see his actions before they trust him, says Mustapha Kamal Al Sayyid, political science professor at the American University in Cairo. ?I guess all parties concerned would wait to see whether he is going to act upon these promises or whether his deeds will be different from what he says,? says Dr. Sayyid. ?I think for the time being those who were worried with his elections will give him the benefit of the doubt.?

Boula Zakie, a Christian, said Morsi?s words had not reassured him, bringing up the string of promises the Brotherhood has broken throughout the transition. ?I don?t believe him. The Brotherhood speaks a lot, but they don?t do anything,? he said. ?They are liars.?

ARLINGTON, Texas (AP) - Colorado Rockies starter Josh Outman went to the mound for the fifth inning with a 10-run lead.

While the Rockies held on for a much-needed 11-7 victory over the Texas Rangers, it ended up being a no-decision for the right-hander who was the first to start on short rest since manager Jim Tracy's decision this week to go with a four-man rotation.

"I don't know that we've had a better offensive game all year long," Tracy said.

Six players had at least two hits for the Rockies, who won for only the third time in 16 games. They got their first win in 11 games this season against AL West teams.

Nelson Cruz homered twice for two-time defending AL champion Texas (44-28), which lost for only the third time in 14 games and still has the best record in the majors.

With a double-digit lead, and even though Outman was already past the 75-pitch limit Tracy is trying to impose on his starters, the lefty had two outs in the fifth before Adrian Beltre and Michael Young had consecutive RBI singles to make it 11-3. Outman slammed his glove against his leg in frustration when he was pulled from the game.

"Nothing that I'm going to repeat that went through my head," Outman said when asked what he was thinking.

"Trying to give the kid the opportunity to be involved in the decision," Tracy said. "He had done very well, and you know something, I gave him that rope and a little bit more. I gave him Josh Hamilton, I gave him Adrian Beltre, I gave him Michael Young, and the inning was still going."

Cruz, who had a solo shot an inning earlier off Outman, hit the first pitch from reliever Adam Ottavino over the center field wall for a three-run homer.

"I give him Nelson Cruz and he hits the ball in the bullpen off that kid, then personally for me, I've done it wrong," Tracy said. "But I tried to get him that fifth inning, really, really hard."

Outman allowed five runs and eight hits with three strikeouts and a walk. He threw 92 pitches.

When Cruz homered deep into the Colorado bullpen on a hanging 0-2 slider in the fourth, Outman slammed both of his hands to his knees.

"Right pitch, obviously very bad location," Outman said.

Rex Brothers (3-2), the third of five Colorado pitchers, threw two scoreless innings despite allowing leadoff doubles in both.

"They put runs on the board. They hit the ball hard all day," Rangers manager Ron Washington said. "I don't know how you can say it's a game we should have won. ... They beat us. I've got no excuses."

The Rockies loaded the bases with three consecutive singles in the third before Colvin blooped a single to shallow left just out of the reach of shortstop Elvis Andrus. Nelson followed with a single up the middle for a 5-0 lead.

Jonathan Herrera dropped to one knee on his swing that resulted in an RBI double in the fourth before Michael Cuddyer's two-run double made it 8-0. Nelson had a leadoff double off Kirkman before the homers by Nieves and Fowler.

Lewis struck out six with no walks. The right-hander had two complete games his previous three starts, and allowed only 11 earned runs over 44 innings his last six games.

"Hard day at the office," Lewis said. "They put the bat on the ball and made key hits when they needed to. They took advantage of mistakes. That's the way it goes."

Boots to return to London stock market

A FTSE100 constituent until it was taken private in a ?11.1bn leveraged buy-out led by Alliance Boots? founder Stefano Pessina and private equity house KKR, the retailer is poised to return to the London Stock Exchange as part of an attempt to increase Walgreens? European shareholder base.

Asked if he foresaw a London listing for Walgreens? shares, chief executive Greg Wasson told The Sunday Telegraph: ?Certainly. We?ve had a pretty good investment base in the UK and Europe and we hope that that will grow as a result of the deal.?

While such a move is not expected immediately, it reflects the global ambition of the company, which has an option to buy the remaining 55pc of Alliance Boots within three years. The move would most likely be enacted via a secondary listing in London.

Mr Wasson and Mr Pessina want the business to be a global healthcare giant, and greater access to capital markets would help.

European investors in Walgreens include Bailie Gifford, with a 0.8pc holding, and Norges, which manages Norway?s government pension fund, with a 0.99pc stake.

Mr Pessina, who created Alliance Boots through more than 1,500 acquisitions, said he would be happy for Mr Wasson to run the combined business.

?I am 71, I will work to add some more pieces to these companies,? he said. ?But I believe that Greg has understood completely my philosophy.?

Gulf system nearly a tropical storm

A weather system in the Gulf of Mexico has a 90 percent chance of becoming a tropical storm this weekend, the National Hurricane Center reported Saturday morning.

Tropical-storm force winds were already detected by one buoy, the center said in its advisory, and showers and thunderstorms have been increasing over the eastern Gulf.

"Tropical storm watches or warnings could be required for a portion of the northern Gulf Coast over the weekend," it added. "Heavy rains and localized flooding are possible across the Yucatan Peninsula (in Mexico), western Cuba and much of Florida over the next day or two."

Forecasting models diverged widely on its potential path. Some took it east over northern Florida while others swung it north toward the Alabama-Mississippi border or west over Texas or Mexico.

As a precaution, BP on Saturday evacuated all non-essential personnel from offshore installations in the area. The largest U.S. offshore oil port as well as Anadarko Petroleum and Murphy Oil Corp. on Friday did the same.

Other oil companies were monitoring the situation.

The next named Atlantic tropical storm will be Debby.

The Atlantic hurricane season runs from June 1 to Nov. 30, but got off to an early start this year. Tropical Storm Alberto quickly fizzled off South Carolina and Tropical Storm Beryl soaked the Southeast in May.

Tropical Storm Chris briefly became a hurricane before fizzling out Friday. But Chris was notable as it formed unusually far north for an early season hurricane.

Government forecasters predicted nine to 15 tropical storms in the Atlantic basin this year, with four to eight strengthening into hurricanes.
